Mountaineering Trekking Rules & Regulations

Definition of Trekking:
Trekking involves traveling on foot to a maximum height of six thousand meters (6500 M) for sightseeing and recreation in areas where modern transport is unavailable or intentionally unused.
Regulation of Permits for Trekking Parties:
Treks in Open Areas:
- Foreigners can trek in Open Zones without permits and guides. Refer to the list of treks in the Open Zone at Annex "G."
Specified Treks in Restricted Areas (Chitral, Gilgit, and Skardu Districts):
- Trekking parties must submit applications on the prescribed form (Annex "A") in duplicate, along with two photographs each.
- A list of approved tour operators for trekking parties is available at Annex "H."
- The party must hire an approved guide, obtainable from approved tour operators.
- Ensure guides and porters are adequately insured, as the Government of Pakistan specified.
- All trekkers must register at check posts at essential junctions.
- The Gilgit Baltistan Tourism Division will issue permits for these treks within four weeks of completing applications.
Unspecified Treks in Restricted Areas:
- Applications for unspecified treks should be submitted to the Tourism Division in duplicate on the prescribed form (Annexure "A").
- Permission or rejection will be communicated within 15 days of receiving complete applications.
- Permitted parties must be accompanied by a registered trekking guide/liaison officer assigned by the Government of Pakistan.
- The trekking permit issued by the Tourism Wing is valid for 30 days.
Cancellation:
- The Government reserves the right to cancel the permission issued to any party/trekker without assigning any reason.
- Suppose a party decides to postpone or cancel its visit. In that case, it must inform the Tourism Division promptly using the quickest possible means.
Briefing / De-Briefing:
- Upon arrival in Rawalpindi/Islamabad, the leader informs the Tourism Division officer, who provides relevant information. A date for a briefing is scheduled with a minimum 24-hour notice.
- After returning from the mountains, the party leader informs the Tourism Division officer, scheduling a debriefing date with a minimum of 24-hour notice.
Functions and Duties of Liaison Officer / Mountain Guide:
- A party must include at least one liaison officer/mountain guide detailed by the Government of Pakistan or the travel cum trekking agency.
- The party is responsible for the transport expenses of the liaison officer/mountain guide from Rawalpindi/Islamabad to the mountains and back.
- The party usually accommodates the liaison officer/mountain guide in Rawalpindi/Islamabad, sharing accommodation and food.
- If accommodation is unavailable, the liaison officer/mountain guide may stay in a transit camp/hotel or another suitable place, charging $10/- per day for accommodation and $10/- per day for food.
- In Gilgit, Skardu, and Chitral, the liaison officer/mountain guide stays with the party, sharing food, accommodation, and transport.
- If living on the party's food is in the mountains complex, the liaison officer/mountain guide may make independent arrangements. The party then purchases the indicated items for the liaison officer/mountain guide.
- The total expenditure on these items should be at most $10/- per day. Additionally, the liaison officer/mountain guide is provided with the services of a porter-cum-cook, with the daily wages paid by the party.
- The party does not advance money for the purchase of rations. Instead, a member accompanies the liaison officer/mountain guide to the market to make payments to shopkeepers.
- In paragraph 12, the liaison officer/mountain guide indicates in advance the approximate number of days for which independent arrangements will be made in the mountains.
- The party settles the provision of food/accommodation for the mountain guide with the sponsoring agency on mutually agreed terms.
- The liaison officer/mountain guide carries personal equipment like any other party member.
- The liaison officer/mountain guide is consulted on adopting non-traditional routes, objectives, tent pitching near villages, and local customs. However, the leader is free to accept the advice.
- Suppose the liaison officer/mountain guide strongly feels that non-acceptance of their advice would jeopardize security or create law and order problems. In that case, they ask the leader for a written note indicating reasons for disagreement. The liaison officer/mountain guide keeps the message of who takes action in paragraphs 20 and 21 below.
- If the liaison officer/mountain guide believes that danger to the security of the country would increase if the party's activities are not checked, they inform the nearest police station promptly and seek police assistance to stop the party.
- On return to the district headquarters from the mountains, the liaison officer/mountain guide lodges a complaint with the Deputy Commissioner, specifying exact violations of terms and conditions or other rules. A copy of the complaint is sent to the Ministry of Tourism.
- The liaison officer/mountain guide extends maximum assistance to the party in making its mission successful. They do not handle any cash or undertake financial transactions on behalf of the leader/party.
- The liaison officer/mountain guide acts as an interpreter from the starting place of the trekking party until its return to district headquarters. They help solve problems during the trek and assist the team.
- The liaison officer/mountain guide maintains discipline among the porters and avoids ill will or disputes among them.
- In the event of a dispute or undesirable incident between any party member, porters, and locals, the liaison officer/mountain guide tries to settle the dispute by their efforts.
- Suppose the liaison officer/mountain guide feels the situation is beyond their control. In that case, they seek help from the nearest Police Station.
- The liaison officer/mountain guide promptly informs the nearest Police Station of any incidents involving the death or disability of any party member or porter. They also tell the nearest Police Station about the commission of any serious crime, along with a report sent to the Deputy Commissioner and Tourism Division.
For Liaison Officer/Mountain Guide:
- A party must provide the Liaison Officer/Mountain Guide (L.O./M.G.) with the necessary equipment detailed in Annexure "B" at no cost, ensuring the performance of duties without risk to their person.
- Kit/equipment for the L.O./M.G. should be brought according to their measurements sent with the permission letter.
- The supply of kit/equipment to the Mountain Guide (M.G.) will be settled between the party and the sponsoring agency.
- Additionally, the party is responsible for providing standard kit/equipment to porters, free of cost, as detailed in Annexure "C."
General:
- Kit/equipment for porters should be handed over to them in the presence of the L.O./M.G. before the start of the ascent.
- Each party can only proceed to its destination if the kit/equipment provided to the L.O./M.G. and porters is complete or sub-standard in quality. Before departure from Rawalpindi/Islamabad, the L.O./M.G. ensures the completeness and required standard of the kit/equipment.
- After completing its mission, the party can request the return of the kit/equipment, provided free of cost to the L.O./M.G. and porters.
Import / Export of Equipment:
- Equipment, both non-consumable and consumable stores, imported by a party into Pakistan are subject to the following conditions:
Equipment and Non-consumable Stores:
Temporary entry is allowed free of customs duty and sales tax, provided the party leader furnishes an undertaking (Annexure "D") affirming that the equipment will be re-exported from Pakistan upon mission completion. Any sale or disposal in Pakistan will result in customs duty and sales tax payment.
Consumable Stores and Medicines:
Exemption from customs duty and sales tax is granted for consumable stores and medicines under the same undertaking (Annexure "D"). The leader assures that these items will be used for their intended purpose and not sold or disposed of in Pakistan. The unconsumed portion will be re-exported after completing the mission. These conditions do not apply when donating stores and medicines in Pakistan with government permission.
- The party must submit the undertaking at Annexure "D" in triplicate to the Tourism Division, along with three copies of the equipment lists (non-consumable and consumable). The cost price of all items should be indicated on these lists. One document bearing signatures/seals will be returned to the party by the Tourism Division. Another copy will be sent to customs authorities at entry, facilitating equipment clearance upon arrival with the party.
- If some equipment is sent to Pakistan in advance, the Tourism Division must be informed. A copy of the undertaking at Annexure "D," along with enclosures, is handed over to a nominated clearing and forwarding agent. Another copy is sent to customs authorities at the point of entry.
- After equipment clearance, the clearing/forwarding agent arranges for transport, storage, and protection until handed over to the party on arrival. Local control duty, if applicable, is also covered by the agent, who is advised to contact a Tourism Division representative in case of difficulties.
Wages of Porters and Transport Charges:
- Rates of wages for hiring porters and charges for hiring animal and mechanical transport are set by the Government and circulated to all concerned.
Payment of Wages to Porters:
- Porters engaged for more than seven days are paid 50% of the weekly wages on the day of engagement, with the remaining half spent at the end of the week. Subsequent payments are made every week. If a period is shorter than a week, full payment is made on the day of discharge.
- In addition to daily wages, a party must provide a porter with free rations according to Annexure "E" or money instead of percentages, as fixed by the Government, from the day of engagement until the day of discharge.
- Due to forced halts on bad weather days, a party must pay a porter's daily wages and provide rations or ration money. The leader's decision regarding marching on such days is final. If the Liaison Officer/Mountain Guide (L.O./M.G.) believes the weather is too severe for marching, they request the leader to halt the party. If the leader disagrees, they provide the L.O./M.G. with written reasons for their disagreement.
Insurance:
- A Liaison Officer/Mountain Guide (L.O./M.G.) shall have insurance coverage of Rs. 100,000/- (Rupees one hundred thousand only), with compensation for partial disablement proportionate to the declared percentage of disablement.
- Porters shall be insured for Rs. 50,000/- (Rupees fifty thousand only), with compensation for partial disablement proportionate to the declared percentage by a Civil Surgeon.
- The trekking party is responsible for obtaining insurance coverage through a Pakistani company, with assistance from the Tourism Division if requested.
Medical Treatment:
- A qualified physician/surgeon must accompany the party, providing professional attention to the L.O./M.G. and porters.
- A qualified first aid specialist must be included if a party has five or fewer members and cannot bring a physician/surgeon.
- From reporting to the party until the end of their service, L.O./M.G. and porters are entitled to free medical treatment from the party's surgeon/physician.
- In case of sickness or injury of an L.O./M.G. detailed by the Pakistan Army, the party leader must inform the nearest Army Formation/Deputy Commissioner.
- Suppose an L.O./M.G. is unable to walk due to sickness. In that case, porters transport him to the nearest jeep point, and the party covers the transportation cost to the entitled hospital.
- If evacuation by helicopter is deemed necessary, the party contacts the Deputy Commissioner, paying the charges for the evacuation.
- Suppose evacuation of a sick/injured porter to a district headquarters is required. In that case, the party covers the cost of evacuation by helicopter or other means. The leader's decision on evacuation is final.
- During sickness/injury and hospitalization, the party pays half the daily wages to a porter until leaving the district headquarters for Rawalpindi/Islamabad.
- While medical facilities, including surgical operations, are generally accessible in Pakistani hospitals, the party covers any additional expenses incurred for sickness or injuries to L.O./M.G. and porters.
Photography:
Aerial Photography:
- Aerial Photography of mountains/peaks en route to Northern Areas and Chitral is allowed only after obtaining permission from the aircraft's captain.
Still Photography:
- The party is prohibited from photographing the following objects during its stay in Pakistan:
- Any Army, Navy, and Air Force installations.Any Armed Forces equipment, such as ships/establishments, guns, tanks, vehicles, aircraft, arms, etc.
- Any Pakistan Aerodromes or their connected buildings and installation
- Any tribal lady/ladies.
- Any other prohibited area/places.
Making of Commercial Films, including T V:
- In the specified zone (i.e., 10-mile belt and 30-mile belt of Pakistan's border with foreign countries), a party may take photographs/make films under the direct supervision of a Liaison Officer/Mountain Guide (L.O./M.G.).
- For this purpose, the party must identify one member as the photographer for making an academically oriented film. Suppose the party wishes to include professional photographers for a commercial film. In that case, these photographers must be accompanied by an additional L.O./M.G. under the same terms and conditions as the primary L.O./M.G. Professional photographers are not allowed to form separate units under this arrangement.
- Exporting such films out of Pakistan is permitted only after the L.O./M.G. certifies that defense installations and prohibited areas/places were not photographed.
- The L.O./M.G. informs the party of allowed objects for photography/filming. He forbids the photographer if he suspects key/defense installations are being captured. Non-compliance leads to reporting the matter to the police, who proceed against the photographer under the Official Secrets Act 1923.
- Still, photographs, commercial films, and films of academic interest taken/made in the rest of Pakistan are subject only to the restrictions mentioned in paragraphs 59 and 60.
- Permission for Photography is granted on the condition that the party supplies one copy/print of the academically oriented/commercial film and one set of photographs, free of cost and freight, to the Government of Pakistan.
Accidents:
- In case of an accident or death of a party member, the leader must notify the Liaison Officer/Mountain Guide (L.O./M.G.), who will report the matter to the nearest police station and contact the Deputy Commissioner of the area for necessary assistance.
- Suppose assistance from the Pakistan Army is required. In that case, the L.O./M.G. will inform the Deputy Commissioner, who will arrange such service.
- If a helicopter is needed, the Deputy Commissioner will arrange it on a payment basis, and the party is responsible for bearing the expenses.
- In the event of a member's death, the L.O./M.G. must obtain the necessary death certificate from the local Deputy Commissioner before leaving the area.
- Similar actions will be taken as outlined above in case of an accident or death of a low/high altitude porter. The L.O./M.G. will also obtain a certificate of disablement/end from the relevant Civil Surgeon for insurance purposes.
- In the event of injury or death of the L.O./M.G., the leader will inform the Deputy Commissioner, who will then notify the army authorities/Tourism Division.
Foreign Exchange:
- A party must convert foreign exchange through an authorized bank/money changer. A certificate stating the amount of foreign exchange tendered should be obtained from the bank/authorized money changer. There are no restrictions on importing foreign exchange instruments, personally or through post, limited to foreign currency notes and coins.
- Individuals maintaining an account expressed in a foreign currency under permission from the State Bank of Pakistan may bring or send cheques or drafts drawn on such accounts to Pakistan.
- Except for individuals issued foreign exchange for travel purposes, any person can send out of Pakistan foreign exchange issued to them by an authorized agent.
- Any person can take any foreign currency out of Pakistan without limit.
Observance of Security:
- A party must limit its activities solely to trekking.
- The party should avoid engaging in activities that may offend the local people's religious sentiments, social morals, usages, and customs.
- The party is restricted to operating in only one area at any given time.
- The party should remain together and not split into small mountain groups. Only in emergencies does the Liaison Officer/Mountain Guide (L.O./M.G.) have the authority to allow party splitting.
- The party must adhere to the specified route. It should not deviate from it, except in emergencies and with the permission of the L.O./M.G.
- Any maps issued to the party must be returned to the Government of Pakistan through the L.O./M.G. before departure from Pakistan. A nominal non-refundable amount may be deposited for the use of these maps.
- Duplicate copies of topographical data collected during mountain climbing must be handed over to the L.O./M.G.
- Exporting data/specimens/collections out of Pakistan without prior permission from the Government is prohibited.
- The leader must provide a set of all specimens to the Government of Pakistan.
Trekking Fee:
- A trekking fee of U.S. $50 per person per trek will be charged from parties. This fee will be debited to the head of account No. "1391-Fees, Fines, and Forfeitures" for accounting purposes related to Royalty/Trekking fees collected from mountaineering and trekking parties.
Miscellaneous:
- The leader and party members are responsible for the safety and well-being of the Liaison Officer/Mountain Guide (L.O./M.G.). They must ensure that due courtesies are extended to the L.O./M.G.
- A party must engage porters through local administration.
- Porters are limited to carrying a maximum weight of 25 kilograms. They should cover the distance from one traditional halt to another in a day, as the L.O./M.G. decided.
- Porters must sign an undertaking of good behavior as per Annexure "F." One copy of this undertaking shall be deposited with a representative of local administration, another copy provided to the leader, and the third copy given to the porter.
- Parties are encouraged to adhere to the fixed arrival dates assigned by the Government to avoid pressure on local transport and accommodation in the "take-off" area.
- Upon receiving the permission letter, the party must promptly inform the nearest PIA office or any other airline for seat reservations and equipment bookings from Rawalpindi to Northern Areas/Chitral. This information should also be sent to the Tourism Division, including the number of persons, total weight to be flown, and probable flight dates.
- Flights to Northern Areas and Chitral are subject to weather conditions, and the party should be aware that airlines may not provide firm booking dates. The party should request the airline to relay the information to the Officer in charge, Northern Areas, PIA offices, Shahrah-e-Azam, and Rawalpindi.
- Parties should be prepared to stay for 2-3 weeks in Rawalpindi and Northern Areas/Chitral in case of sudden adverse weather conditions.
- Alternatively, parties may travel by road from Rawalpindi to Northern Areas/Chitral and back.
- Before leaving for the mountains, a party must register with the Foreigners Registration Office at the office of the Senior Superintendent of Police in Rawalpindi. Similarly, the party should inform the Foreigners Registration Officer before departing from Pakistan.
- To overcome language difficulties, a party from a non-English-speaking country must include an English-speaking member.
- A party is responsible for leaving camping sites clean, appropriately disposing of all bio-degradable materials, and bringing back non-biodegradable items like plastics and empty tins to Skardu/Gilgit/Chitral or the nearest central town. The L.O./M.G. must provide a certificate confirming compliance with this condition upon return.
- Parties and porters must maintain the forest and animal wealth of the area. The L.O./M.G. must provide a certificate confirming compliance with this condition upon return.
- Forbidden items like pork should not be served to L.O./M.G./Porters.
- In case of a breach of these rules, a party, its members, and sponsors may be disqualified from future trekking in Pakistan for a maximum period of 5 years. Additionally, they may be subject to legal proceedings under relevant laws.
